Requirements for Papers

The journal accepts for publication scientific articles and reviews on a wide range of problems in the field of artificial intelligence and decision making that have not previously been published in print and/or electronic publications. The research topics are indicated on the “About the Journal” page.

The article must contain original research results performed by the Author(s), reflecting their advantages compared to previously obtained results. When preparing an article, the principles of publication ethics adopted by the editorial board of the journal and set out on the “About the Journal” page must be observed.

The manuscript of the article is sent to the editorial office of the journal electronically by e-mail. Submission of a paper copy of the manuscript is optional. The manuscript must be formatted according to the rules given in the “Format of the Manuscript” section. A manuscript that does not meet the established rules will not be considered by the journal.

The submitted manuscript of the article is reviewed in accordance with the procedure outlined on the “About the Journal” page.

The Journal notifies the Authors of the decision of the editorial board to accept for publication, modify or reject the article. There is no charge for publishing an article in the journal. No royalties are paid to the Authors.

Returning the manuscript to the Authors for revision does not mean acceptance of the article for publication. The authors have the right to finalize the manuscript taking into account the Reviewer’s comments, to reasonably disagree with the Reviewer’s comments, or to refuse to publish the article by informing the editors about this. In the revised version of the manuscript, all changed text fragments, including formulas, must be highlighted in color or another standard MS Word editor tool that can be easily removed during editing. The revised version of the manuscript must be accompanied by the Authors' response to comments in the form of a separate file. If the revised manuscript has not been received by the editorial office within two months from the date of receipt of the message about the need for its revision, then after a one-time reminder the article is removed from the editorial portfolio of the journal.

The editors of the journal send the original layout of the article accepted for publication to the Authors in electronic form for checking the text, making editorial changes and correcting typos, as well as the published article.

The published article must not violate the provisions contained in chapters 69, 70 of section VII of the Civil Code of the Russian Federation (part four) of December 18, 2006 No. 230-FZ, which define protected results of intellectual activity and means of individualization, as well as copyright. Responsibility for violation of the Civil Code of the Russian Federation in connection with copyright infringement, in the event of claims being made against the editors of the journal, lies with the Authors of the articles.

The authors retain their rights to the published article, but transfer to the founder and editorial board of the journal non-exclusive rights to publish the article in Russian, translate the article into English, as well as distribute the article in Russia and abroad, making it available to the public.

Each Author of an article accepted for publication must send to the editors of the journal a completed and signed License Agreement on the transfer of non-exclusive rights to use the work. In accordance with the legislation of the Russian Federation, an article can be published only if there are signed License Agreements with all Authors of the article. The license agreement is submitted as a scan of the document by email or in paper form (2 copies) simultaneously with the corrected original layout of the article. The text of the License Agreement is posted on the “Authors” page.

In addition to the License Agreement, it is required to send to the editorial office of the journal Expert opinions stating that the materials of the submitted article do not contain information that is subject to classification, and the article can be published in the open press. Expert opinions are presented from all organizations that are places of work of the Authors. Each individual Expert Report must be signed by the head of the organization and certified with a seal. The Expert Opinion form is available in the organization where the Author works.

The editorial staff of the journal corresponds on the article by e-mail only with the Author responsible for the correspondence. When corresponding the Author with the editors, please adhere to the following rules

  • In the “Subject” field of the email, indicate “IIPR ”;
  • include submitted versions of articles and other materials in the “Attached files” field;
  • uring subsequent correspondence, do not change the subject of the received email, as well as the names of the materials files assigned by the editors, adding, if necessary, only the number of the next version.

The corresponding author must

  • send to the editor the manuscript of the article, a revised version of the article, the Authors’ response to the Reviewer and other materials;
  • inform all Authors about all messages from the editors, including acceptance of the article for publication, its revision or rejection;
  • receive from all Authors of an article accepted for publication and send to the editor completed and signed License Agreements, signed and certified Expert Opinions of organizations.

The journal does not enter into correspondence regarding acceptance for publication or rejection of an article manuscript. Materials sent to the journal on all types of media are not returned to the Authors.
